The Thriving Texas Families (TTF) program is the largest alternatives-to-abortion initiative in the country. Our new analysis with the Center for Health Policy evaluates the program, finding gaps between spending, services, and stated goals — and offering evidence-based recommendations to strengthen outcomes.
Our analysis shows:
- There are gaps between services offered and program goals.
- Funding is uneven across Texas health service regions.
- The $200M program lacks strong oversight.
We recommend that the state invest in existing evidence-based state and federal programs. Expanding Medicaid eligibility would enable many more Texans to access contraceptive methods, preconception care, and other preventive services such as annual exams and blood pressure screening. Directing more resources toward CHIP, WIC, and the Texas Nurse-Family Partnership would more effectively work toward the state’s goals of healthy pregnancies and child development. Further, expanding the safety-net provider network would help to ensure that Texans enter pregnancy healthy and receive consistent care through the postpartum period.
